Denver, Co, you're correct.  A first-time home owner is considered to be someone who has not owned a home for three years.

Sam, you are also correct but I'm not sure if there is a viable alternative.  It's an election year and there are many things happening both at the congressional as well as executive level which may be disheartening to some.  But this blog is about real estate, not politics.  </description>
